The artist's name is Ralph Earl (1721-1801). He was an early American portrait and lanscape artist, and sometimes combined the two. By the looks of some of his other portraits, he painted his subjects in an informal, almost domestic style. Run a search on him and you will come up with loads of sites that can help you. What is the subject of this work of art?
I believe I answered some of your questions in the previous note you left. You reposted your link again.

The subject of the work is the lady in the dress. I would just google the title of the painting as ';PAINTING NAME FAQ'; and see what comes up.

Not comely among the maidens, but she too can be a servant in the House of the Lord. Even for such as she, God has a goodly purpose.
The subject is the face. Apparently he's a crossdresser. It looks sort of like Mona Lisa, like a parody. Maybe he's making fun of cross dressers
